James R. Walczak built a career that bridges study of international affairs and specialized tax law. He completed a Bachelor of Science in Foreign Service at Georgetown University in 1972. He then pursued graduate work at the University of Denver, earning both a Juris Doctor and a Master of Arts in 1977. He returned to Georgetown for an LL.M. in Taxation, awarded in 1980.
