Samantha A Holloway grew up academically inclined and left Emory University in 2003 with a bachelor’s degree. She went on to earn her J.D. from William H. Bowen School of Law in 2009. Those years set the stage for a career that has bridged federal enforcement and private practice.
Her early legal work began at the U.S. Department of Housing & Urban Development. She joined HUD in 2009 as a fair housing enforcement lawyer and moved into a trial lawyer role the following year. That period gave her frequent courtroom exposure and steady experience in administrative and civil litigation matters related to housing discrimination and regulatory compliance.
After several years in government service, Holloway moved into private practice. In 2015 she opened The Holloway Firm as principal counsel. She handled a range of civil matters and continued to refine her courtroom practice. In 2018 she became a partner at Holloway Bell, LLC, expanding her responsibilities to include firm management and client development. In 2022 she took the managing lawyer post at Atlanta Divorce and Custody Law Office, shifting her practice toward family law while retaining a litigation-oriented approach.
Colleagues note that her background in federal enforcement informs how she approaches discovery, motion practice and trial preparation. She has handled contested hearings and bench trials in both administrative and state court settings. That trial experience has translated into family law work that often involves complex custody evaluations, contested divorces and post-judgment matters.
Holloway is an active member of several professional associations. She has belonged to the State Bar of Georgia since 2010. She joined the Georgia Association of Black Women Lawyers and the Georgia Trial Lawyers Association in 2015 and maintains those memberships. These affiliations signal a continuing connection to both community-based legal organizations and trial practice networks.

At Atlanta Divorce and Custody Law Office she oversees case strategy and client intake, and she manages a small team that handles litigation and negotiation in family court. Her practice combines procedural experience from her HUD years with the procedural demands of state court family litigation.
As of 2026, she remains licensed in Georgia and practices family law, including divorce, child custody and related post-judgment matters.
