Steven D. Heller studied English literature before turning to law. He earned a B.A. in English Literature from the State University of New York at Binghamton in 1983. Five years later he completed a J.D. at Georgetown University, where he concentrated on international law and finished in 1988. The combination of a humanities background and formal study in international law shaped an early interest in cross-border legal issues and the rules that govern movement and protection.
